No.Only the good rookies could play in the All Star game.Of course if you are on the talent that Shaq,Duncan,Wilt,Jordan were in their rookies chances then you will have good chances to play

MJ, Magic, Shaq, Duncan, Yao, Mutombo, etc played in the all-star game as a rookie....
