No Nick that would be a bris. A bris celebrates an individual's arrival to this planet and their eventual covenant with the Children of Israel (Jews) and that's where they would be circumcised under Judaism's protocol. A bar mitzvah merely celebrates a young Jewish man or woman's rise to manhood or womanhood.
