Sounds a little like he's talking about how the end of the Cold War has allowed the world to cooperate together to strike against clear injustice. More specifically, he's referring to how, when the US repulsed Saddam Hussein's invasion of Kuwait, it did so with the aid of countries from all over the world. What an awful thing to say.
Hey, if you want to take things out of context to support your views, whatever, that's your call. Just don't expect rational people to take you seriously.

It's a figure of speech, Koolish. The old world order was East versus West; communism versus capitalism; good versus evil, etc. But when we kicked Hussein out of Kuwait, we did so with the aid of our former communist, Eastern enemies. Think maybe that's what he was referring to for a new world order? What do you think "new world order" literally means? Wouldn't that phrase describe a new way the world is organized? Hmm. Sounds like a perfect way to describe what occurred with the Gulf War.
