In Langley Park, College Park outside of UMD, and Capitol Heights, I think you'll need the guns. Maybe it's safer in Laurel, Cheltenham, Brandywine, Upper Marlboro, and Ft. Washington since they're closer to the country.

He cut off an officer, then told the officer, after he was pulled over, that he was carrying a handgun in his waist. The officer then called for backup, and proceeded to find another handgun and a shotgun, which were located on his leg and ina guitar case across his back respectively.

Okay, he's in deep shit if he flipped off the cop. What does West need all those weapons for in a relatively safer part of the county? Maybe he wanted to rob Six Flags? That's in Upper Marlboro I believe.
